In May 2016 the Tobacco and Related Products Regulations came into force, implementing the revised EU Tobacco Products Directive in Ireland. The regulation includes new rules on e-cigarettes and e-liquids not licensed as medicines:
Health Products Regulatory Authority(HPRA) has the power to grant a medicines licence for nicotine containing products, including e-cigarettes. At present there is no medicinally licensed e-cigarette available in the Ireland. Such products, once available, would be able to be advertised and to make health claims.
